No social pricing obligation for mobile communications and mobile internet subscription services

The Court of Justice of the European Union has ruled that mobile communication services and internet subscription services provided by means of mobile communication services are excluded from the minimum set of services which must be provided to all end-users under the Universal Services Directive (“USD”). Minimum services include special tariff options and consumer packages facilitating access to services by persons on low incomes/with special needs.
